Yes, I do think Strossen is talking about Zuffa/UFC here in realtion to the (mma) industry attempting to address the widespread use of steroid (and other illegal/banned performance enhancers).

Zuffa is a commercial enterprise and any measures Dana White takes will be to protect that interest.

For example, if White announced that Zuffa would run their own "random testing" program, do you really think it would be with the aim of stoppong steroid use? Or merely a way of determining which fighters are likely to fail the NSAC/CSAS tests and thereby "pull" them from the bill?
