Riki Fukuda is a skilled fighter from Japan, and this would be his North American debut.
Is Hawaii part of North America? I guess it's part of the states ... hm ... never thought about that before.
I heard this is Riki's first MMA fight, but he's been sparring with some pretty decent japanese fighters for a while ...

Whatever it takes to get MORE fights which means more money in the long run. Rich will make more doing what he is doing rather than MAYBE getting a couple fights a year in the UFC.
