Part of it was the ref being caught off guard and standing too far away. That was easily a 3 second KO

No, about one full second is wasted by Jorge casually coming off the cage and Askren shuffling forward.
The record could theoretically be broken in a bout where the two fighters are both in sprinting posture and charge each other microseconds after the ref says to go - like runners coming off starter blocks.
