OR, they allow all fighters to just go balls to the walls, juiced to the gills, hopped up on any and all substances of their liking, to fight to. the. death! Jones railing 8-balls in between rounds, Diaz toking up, Overeem eating horse meat at the weigh-ins, etc.
I don't think the UFC wants the PEDS gone because otherwise you'd have fighters retiring at 32 instead of 40. They have enough trouble as it is building stars and can't afford losing guys at peak popularity. Boxing thrived for years in the past with guys being done in their early thirties, so it can be done.

In all honesty its probably because they know how bad for business that could potentially be for them in the end. It would be like shooting themselves in the foot to ban their top fighters, for life.

It has to be done. Also time to ramp up the testing. Any fighter under ufc contract should get tested in the off season even when not signed for a fight one failed test never fight again.
