The months-long medieval-style torture of a severely malnourished pit bull has one lawmaker vowing to push tougher anti-cruelty laws and prosecutors saying they’ll throw the book at the depraved sadist behind what one shaken vet called “the worst case of animal abuse” she’s ever seen.

“For me there’s no amount of punishment that’s going to assuage what’s been done to that animal, because there isn’t enough punishment,” said Martha Smith-Blackmore, the Animal Rescue League veterinarian who performed the necropsy on the dog known as “Puppy Doe,” found abandoned in Quincy late last month.

“Whoever was doing this wasn’t thinking about punishment,” Smith-Blackmore said. “They were a sicko who was getting their jollies, whether it was a sexual perversion, a pain perversion or a power perversion.”

The vet called it “unquestionably ... hands down” the worst case of animal abuse she has ever seen. The dog’s tongue had been crudely cut to make it forked. “She was a rack of beaten bones. Her joints were pulled apart like medieval times,” Smith-Blackmore said. “She was beaten, stabbed, burned over weeks to months and maybe her whole life. And could not walk. When I saw how vulnerable she was ... my heart collapsed.”

State Rep. Louis Kafka (D-Stoughton) called the abuse “sickening” and said he will file a bill to toughen punishment of animal abuse, which now draws a maximum five years in prison and a $2,500 fine.

“It’s obvious that what’s on the books now, they really don’t know or care what the laws are,” said Kafka, who already is pushing a bill toughening other parts of the animal abuse laws. “I think we have to look at existing penalties, and where they can be increased, increase them.”

Authorities issued a plea for the public’s help to find who tortured the 1- to 2-year-old dog, which was euthanized at a Weymouth animal hospital because it “would never live a normal life free of pain,” Smith-Blackmore said.

Quincy City Councilor Brian Palmucci said he would support increasing prison time and fines for animal cruelty.

“I think anyone who shows the depravity to abuse an animal in such a way should face significant penalties,” Palmucci said. “Those people deserve to be behind bars for a long time. It’s not that great of a leap to go from abusing a dog in a serious way to harming people.”

The sad saga of "Puppy Doe" has stoked outrage in dog lovers everywhere, spreading through social media and driving a flood of tips to cops searching for the sadistic sicko who tortured the young pit bull and left it for dead in a Quincy park.

Quincy police and the Animal Rescue League said they have been taking calls from as far as British Columbia since the atrocity was announced Thursday.

"The phones have been ringing off the hook," said Quincy police Chief Paul F. Keenan, who had "two or three" people taking hundreds of calls yesterday. "There's a lot of, 'I think I saw that dog on this street,' or, 'That dog looked like a dog I used to have, and I gave it to somebody.' We've had actually calls from dog whisperers and dog psychics. It's gone crazy."

Lt. Alan Borgal of the Animal Rescue League said officials were "overwhelmed" by nearly 500 phone calls and emails yesterday, including some from New York humane groups and at least one from British Columbia. Many wanted to donate toward a reward -- the ARL is offering $5,000 for the tip that nails the degenerate -- and others simply were well-wishers. Some callers reported bits of information they scraped from social media.

Police were chasing six specific tips -- "We're trying to figure out if they're fruitful or not," Borgal said, but declined to provide details -- and they planned to keep on the phones through the weekend.

Borgal said officials waited to go public until the investigation confirmed that the starvation, broken bones, burns and dislocated joints were the result of daily torture.

"When this went out to the media yesterday, we had no leads," he said. "If it's a good lead, we'll go out on that. If someone is nervous to call, they should do the right thing."

Dorchester dog lover Bill Trabuco issued a rallying cry to fellow animal fanatics, saying he wants to raise $100,000 in reward money.

"I want to send a strong and resonating message to animal abusers that if you want to harm an innocent and defenseless animal, watch out, because we're coming," Trabuco said, adding that a big-bucks reward may be the only thing that can draw out information from the criminal's confidantes. "No matter how loyal you are to this person, your loyalty has a dollar amount. Some people will turn their whole family in for $100,000."

A suspect in the savage torture of "Puppy Doe," a young pit bull that was found starved, beaten and mutilated in a Quincy park in August, is under arrest and being brought back to the Bay State to face animal cruelty charges.

Radoslaw Czerkawski, 32, appeared in New Britain, Conn., Superior Court this afternoon and waived extradition and was placed into the custody of Quincy cops following a brief hearing. A translator was needed because Czerkawski speaks only Polish.

He is set to be arraigned tomorrow in Quincy District Court on a charge of misleading a police investigation and 11 counts of animal cruelty, Quincy Police Chief Paul Keenan said today.

Police say Czerkawski was staying with a woman in Quincy and was her caretaker at about the time of the brutal assault on Puppy Doe. He does not have any state license to be a caretaker and police say the woman he was working for has since died of natural causes.

He was arrested Wednesday at the La Quinta hotel in New Britain on a fugitive from justice warrant. Quincy detectives searched both his hotel room and car.

Czerkawski is a native of Poland and has no permanent address in this country, according to court records in New Britain. Quincy police said his visa had expired in September.

"Our detectives have been working pretty much around the clock on this," said Keenan today, stressing they have taken the case very seriously.

Police credited a tip for leading them to Czerkawski. The case broke open this morning when Quincy police announced a break in the case.

"We have a party that's charged with misleading a police investigation, and we're going to send detectives to talk to him about their involvement with the case," Quincy police Capt. John Dougan said.

Cops have spent weeks tracking the trail of people who have owned the dog, which had been given away at least once on Craigslist's animal-adoption pages by a woman who owned the dog last year. Police obtained Connecticut phone records from at least one of those people as part of the investigation, but it was not immediately clear whether those records led investigators to the person of interest.

Dougan said earlier today the suspect will help them finally "put the pieces of the puzzle together."
