The rule does not apply to amateur. Amateur weigh in once the day of the show.
For the people convinced it won't be in effect...there is no days where the rules takes a day off. It will be a matter of the rule being erased completely from the books.
How early on the day of the fight do they have to be?? Seems like you just have the "same day wiegh ins" at 00:00:01 and give the fighters a good 18-20 hours to sort themselves out. In fact this would only be a few hours after the regular weighins, I really don't see this being a huge issue.
Even if it is on the commission books, surely they won't prohibit a fight from taking place. What fighter is going to be a dick and not give up the extra weight to someone who made weight under NSAC/UFC rules. Even if they were that much of a dick, it would be 100% career suicide, as BLAF would be most displeased...
