Even though there are many fights that are strategically made to eventually have a number#1 contender, there is just something about a tournament. I understand that ZUFFA is all about making money and selling PPV, so they would rather use their champions as headliners, but say GSP does vacate the WW title to move up to 185. That would be a perfect opportunity to have one. Or better yet, Cain will be out, possibly a year, instead of having an interum belt, have a tournament to determine who will fight cain when he is healthy. I am sure their are many many ways to bill it, but to me it is pretty exciting. You never know who could come from nowhere and be a new super star. Just my opinion.

I'd settle for a more transparent ranking system that guides matchmaking
Tournaments are very exciting but thats not how the UFC does things. it works for Bellator but not the top fighters. plus alot of these guys in the same division train together and are friends and dont want to fight each other in a tournament
They do them all the time, they just don't announce as tournaments them so that if something happens and they have to/want to change a match up the fans don't start bitching like little girls.
Would you really want to see Jon Fitch get a title shot every 12-18 months?
