She didn't want to fight Rousey at 135 for the title, so there's really not much more for her in the UFC.

The UFC doesn't actually care about that weight class though. Just promoting Rousey. If they can do Pettis/Aldo, Silva/Bonnar, Jones/Chael, and Jones/Belfort why can't they do Cyborg vs Rousey? I'm pretty sure Rousey has fought more at 145 than 135.
If the actual developed weight classes can do it, I don't see why the division that only cares about promoting one fighter can't.
I know people are going to bring up the failed test up, but cyborg is a bigger chic. 135 might just not be possible. I don't know. I do know that Rhonda v. Cyborg not happening absolutely sucks! 
Makes me wonder why she signed in the first place.

Correct me if I'm wrong, but didn't UFC get Mike Dolce to help Cyborg make weight? I believe Dolce said that he could definitely get Cyborg to make 135.

Difference with those fights is they are all fighting at a specific weight class, not a catch weight. There is no 145 lb division and cyborg can't make the cut and rousey won't step up so this fight won't happen.

Its makes no sense doing Ronda/Cyborg at anything other than 135.
The point you are leaving out is those fights you mentioned they have those divs, the winners of those fights can still compete in the UFC in that div.
It Pettis beats Aldo guess what? he is the FW champ, he can fight at FW or move back to LW.
They only have 1 div for females in the UFC, doing a Ronda/Cyborg fight at 140 means no title on the line and if Cyborg wins then what? She cant fight in the one div the UFC has so is the UFC just gonna give Cyborg one off fights vs whoever they can find?
SUre if Ronda won that fight she moves back to 135, you get rid of Cyborg and no harm but to make that fight and possibly have Cyborg win with no real home for her in the UFC that makes 0 business sense.
You make that fight at 135 because if Cyborg won she is the champ of the one div the UFC has and you move forward with her as the champ.
It would be like Cain fighting some beast Super HW who weighs 310 pounds and the UFC says fuck it we'll do Cain vs SHW at SHW, the guy beats Cain he cant make 265 HW limit and the UFC doesnt have a SHW div, you think they would do that? Of course not so why would they do that same thing with Ronda/Cyborg?

Thats why the UFC signed her and tried to get Dolce to get her to make weight, but keep telling yourself the UFC would never risk Ronda by putting her in the cage with Cyborg.
Or maybe they arent gonna make a fight outside the brand new one wmma div they have, smh.
Let Cyborg agree to the fight, make the weight and then Dana says sorry we arent doing that fight, then you can say he is trying to protect Ronda.

It honestly just seems to me that Tito is campaigning for a 145 female division that way he Cyborg can still be a champ and never have to lose to Rousey.
there arent a lot of quality women's mma fighters. the ufc has one women's weight class. cyborg refuses to cut weight even though they offered her coaches and a dietician to help. she doesn't want to cut 10 pounds of roid muscle because she knows her advantage over other fighters is her physical strength. sayonara.
