It's called a "Mongol". The wearer considers himself an all out warrior. Sorta like a Mohawk before the Mohawk jumped the shark.

Oh, my source is a guy I saw on one of those gritty maximum security prison docs. One of the guys was in for life and rocked the Mongol. It looks kinda silly IMO but I probably would tell him it looked bad ass if he put me on the spot, seemed like a point of pride for him.
