Dude beat Vernon Forrest twice. How? That's a mystery that may never be solved, but it doesn't mean he's a top boxer any more than Sapp's two wins over Hoost made him a top kickboxer.
Mayorga is a brawler with a good chin, a hard punch, and unusually good conditioning for a brawler. But he has no skill, and his prime left him when he let Trinidad tee off on him. And then DLH and Mosley sent him even more into old fighting age.
The reason he's fighting in MMA is because he can't cut it as a boxer anymore.

He beat Forrest twice, which is crazy. Sapp beat Hoost twice. Which is also crazy. Benji Radach got KO'd by a guy who doesn't even train. Crazy shit happens in combat sports sometimes.

Carlos Baldomir was universal champ and fought Clottey, Judah, Gatti, Mayweather, and Forrest. Would you call him a top guy? I wouldn't.
Mayorga's reputation rests entirely on his two victories over Forrest. Winning titles by beating Six Heads Lewis and Michele Piccirillo doesn't make you a top fighter. Lewis was overrated and Piccirillo's reputation is based off of an absolute BS decision win over Spinks. And don't even try to say the Vargas win means anything. Vargas was a shot fighter by then.
Mayorga beating Forrest is just a mystery. He's really not very good.

Mayorga is not and never was a top boxer.... As Ryan said his wins over Forest are baffling. He has no other big wins. And he was shot after the Trinidad fight

Mayorga has a promotional contract with boxing promoter Don King, who, early Saturday afternoon, was awarded an injunction to block Mayorga’s participation in the mixed martial arts bout.
Shine Fights promoters initially told MMAWeekly.com that they were moving forward, the injunction be damned. Late Saturday afternoon, however, reporter Karen Bryant posted on her website that Mayorga is out and Murilo “Ninja” Rua vs. David Heath will now headline the Worlds Collide pay-per-view Saturday night.
Less than an hour later, Bryant, who was scheduled to be part of the Shine Fights broadcast team, tweeted that the North Carolina commission overseeing the event in Fayetteville allegedly pulled the plug on the entire event.
Shine Promotion officials were unavailable at the time of publication to verify the change.

You obviously don't know how boxing works. Mayorga signed with Don King and suddenly got ranked #1 in the world, therefore guaranteeing a title shot against Six Heads Lewis, who was hyped up. Mayorga whooped his ass. Later fights proved Lewis was never as good as advertised.
The WBO once ranked a dead guy in their top 10. Seriously. These organizations are so corrupt and incompetent it defies explanation.

He's a very successful boxer. That doesn't necessarily mean he possesses top level SKILL. as stated above, he went pretty far on his chin, bravado and cardio, but "top level" boxer, as far as pure skill, he isn't. He's a brawler.
