Wand did not participate into the WADA code nor he had to file his whereabouts.
USADA tests athlete's who's sport signed the WADA code
Since these requirements were not valid, the testing was illegal.

Why does NSAC have to be just like WADA? Why can't they use the same testing that WADA does, without the same specific rules and procedures? Or did NSAC say that's what they planned on doing?

As a huge Wand fan I have a really hard time believing that the tests werent legit

To sign up for WADA, costs a lot of more money so less money for the NSAC members.
