IIRC, a good portion of Gina's weigh in troubles revolved around her commitments to American gladiators. She had to be/maintain a certain size through out filming, and often had very little time to prep for her fights when filming ended.
There was a picture of cyborg and frankie edgar floating around somewhere. Look at the difference in size. I know edgar is a smallish 45er but even so cyborg looks so much bigger.
She has no intention of making 135lbs. She has had years to do it. She doesn't want the fight.
