Imo you can base p4p lists on two things, and I find it important to differentiate these two, Also I feel many don't specify what their criteria are.
Without a set criteria p4p lists are meaningless to me since p4p can mean so many things. Also I think it's important to pay attention to not only when a fighter looks the best but also how he looks when he has an off day, lots of my fedor love stems from here i guess.

p4p based on who they have beat in their division compared to who others have beat in their:
1. Fedor (wins every time)
2. Gsp (would be one if it was not for his two losses, and that is what elevates fedor above him, fedor doesn't get ko'd in the first by guys way below his skill level (serra).
3. Anderson
4. Big Nog
5. BJ perhaps, who knows, gap between 4-5 for sure.

p4p based on overall skill/talent and how they would do in a "shrink-ray" situation.
