Maybe because Jon has to get clearance from USADA and NSAC which will take time. That might not be till October at this rate. Might as well get the Rumble fight in the meantime as DC isn't getting any younger.

It's should Jon, Daniel and Rumble all prepair for a fight. Anyone pulls out they have a backup.
I think a big part of it might be that Jones is coming off an unimpressive win over OSP...if Cormier takes the Jones fight, there is a big risk of a loss and if he wins people say "Jones has gone so far downhill since the the first fight" Cormier won't get the credit for the win.
Let Jones come back, re-establish dominance with an easy fight so that Cormier has a path to actually avenging his loss.

I'm not a big fan of Cormier but think his decision is fine. He needs to make money and wants to take a fight he thinks will happen. Anthony Johnson isn't exactly somebody you fight if you're scared.
That being said, I'd rather see AJ/Jones as its by far the most intriguing LHW fight we haven't seen yet. However, that doesn't really help DC, maybe let him go beat up a mid-ranked HW on the same card.
