first dana said he doesn't want chuck to ever fight again, now he is making a rubbermatch when chuck already beat tito soundly twice. what is going on here?

The issue is the UFC has two big names who are past their primes (chuck-tito). They really can't compete with top 5 guys anymore at 205 yet are still viable for selling ppv's and people want to see them fight.
Because of that they are pitting them against each other as it will make for great TV (TUF) and set up a semi-interesting rematch. Most likely Chuck will win and people will be on his bandwagon again, and if Tito wins that's cool also bcuz he's a draw.
It's a safe fight for Chuck. There is virtually NO WAY Tito is gonna KO Chuck or even beat him so its a win win for Dana/Chuck.
Worst case if Tito does win it sets him up for some momentum and a bigger fight.
Its hard to justify putting Tito against a top guy on the main card anymore since he can't win.
