Guy probably realized it was a chick and is unfamiliar with chokes, so he let it go until bam he was out. Only explanation I can think of for him not reacting.
One time in a bar kerfuffle with my buddies my very drunk friend was grabbed from behind by the neck in a very poorly executed choke. He hit the ground after maybe a second in the choke. Me and another guy went after him and he backed off saying he was just trying to separate them and he didn't mean to put him out. My buddy popped up five seconds later and we got the fuck out.
