If Zuffa offered to throw a card together on short notice to raise money in these dark times, could NY lift the mma ban? I bet there are many people under zuffa contract that would jump on a months notice fight in NYC. 
I think it is much more complicated than that to get UFC into New York. A bill would have to get passed first - there's a process; nevertheless, it would be great for both NY and the sport.
The anti-mma people in NY would use it as a way to bash Zuffa for trying to take advantage of a tragedy. People in NY could probably use all the help they can get, but MMA supporters bickering with anti-mma lawmakers while people try to recover is not a good look.
If they are looking for chump change then yes.
