I keep seeing other solutions but this is the easiest and best... it attacks the problem as a whole: stalling.
Fighters get paid to do their job: Fight. Implement a strategy and FIGHT.
If they aren't FIGHTING... (i.e. stalling) They aren't doing their job. There is a measurement of stalling that is acceptable even... sometimes it's necessary to a strategy but not if it's inhibiting the fight as a whole. Not if that's all they seem to be doing.
You you're getting someone to put flooring in your house... and they come to your house and don't put in the flooring... do you still pay them? Or if they do half of the floor...?
