no permenant resident is not good enough. You must be a citizen.

Saiyajin - only Australian, NZ and South Pacific Island citizens can compete.
As mentioned in a previous thread, you can still apply directly to the ADCC, if you want, for a chance to get an invitation. John Donehue did help someone from Brazil get an invite for the last worlds.
