Russia has done a lot to try to keep them friendly. Buying them off is basically their strategy. It has mostly worked because Putin realized there are a lot of Muslims, not just in Chechnya, and if they went to war again it could prompt other Muslim and religious minorities in other parts of Russia to try it. The current Chechen leader is just a guy Putin bought off and backed. Just a puppet.
