A few years ago, MAYBE he would have reached the top 10 at some point. But like someone mentioned earlier, LHW is a shark tank of badasses these days. Lyoto, Rampage, Rashad(already beat him), Forrest, Shogun, Jon Jones, Davis, Franklin, Lil Nog, Brilz, Bader, Thiago Silva...all these guys would crush him. Yes. I know the comparison is not really a fair one, given that Fedor is coming off a stoppage loss and Bisping is on a streak of impressive wins, but I think the fact that they were both smaller guys fighting above their natural weight is relevant to the current discussion.
