He'd be like Cro Cop. An elite HW, but not the best-of-the-best. A guy like Jones or Cornier or Cain would give him hell with thieir wrestling and pace.

Straight Loco. Dude is pound for pound top 5 for sure. Where you put him in there is up for debate but nobody dominated like him. He ran that division. Even mighty mouse has had trouble. Most recently with Elliot.

Then of course the smallest guys win. They get the size and strength advantage of being scaled up, but they don't lose the quickness and gas tank advantage of being manlets.

Exactly. Muscle strength is a product of its surface area. As you grow that surface area/strength grows by a factor of 2 (squared) but your body mass goes up by a factor of 3 (cubed: volume). You naturally are relatively slower and weaker the bigger you are.
Having Nogueira and Lesnar on the list, but no JBJ or GSP is criminal.
I'm not sure who I would pick but my only comment is what size are they fighting at? It changes things because some of those fighters have attributes that would serve them better at a heavier weight than a lighter weight and vice versa.
For instance, as others have mentioned DJ's skill set might not serve him as well at higher weights
