GSP generates $38 million on PPV revenue per fight, and that's probably a lowball. I don't think GSP is refusing, I think ZUFFA is refusing.
The FOX platform is to generate future PPV stars. GSP is already well established. Wouldn't make sense at all to put him on free TV.

Jones vs Gustaffson is about as big as you're gonna get. Jones pulls 400k plus ppv buys against anybody.
Cain drew less than 300k against big nog. JDS drew less than 300k against carwin with a tuf stint. It was only after their fox fight that they began pulling good ppv numbers.
Jones would be the biggest ppv draw ever on free television.

I'm a Gustaffson fan but he has no business fighting for the belt just yet. Getting decisions over thiago silva(who hasn't officially won since 2009) and over shogun(who is 3-4 since 2009) should not grant you a title shot. Look at the top-10 rankings for lhw, he's only fought a few of them and lost to phil davis. Give Jones time to heal and have Gus fight Machida for the number 1 contender. That's the best he should get right now.
IMO there are 4 guys that need to fight for the #1 contender Rogerio Nogueira, Machida, Gustaffson, and Texiera. Make these two fights then the winners of those fights fight each other for the number 1 contender. As it stands though none of these guys have earned the right to fight for the belt just yet.
This for UFC 164. Jones isn't fighting on free tv.

when i say everyone wants this, I mean Fox, zuffa and yes jones would like to be the Firt UFC fighter featured on UFC's new home and to have fox fully behind him.
EVen the fans want a free ufc fight. A free jones fight will galvanize the base to spread the word. A free jones fight would get the casuals involved as well.
as far as Jones vs Gutsaffson... meh... it's just like every other fight at 205 with jones... he's gonna massacre all of them.
