A judge or a ref busted for being under the influence would never work again as a fight official.

Refs are responsible for physical well-being by both saving fighters from unnecessary punishment, as well as saving fighters from themselves at times.
Judges are responsible for fighters financial well-being if it were to go to decision.
Let's be honest here.. who hasn't ever been too stoned or drunk enough that they needed to rewatch a fight the next day?
I'm not saying refs and judges go to work plastered any more than a fighter would. That would be asinine. I'm saying, if fighters are tested for recreational drugs, so should the people responsible for fighter well-being.
