Dean of Lean - Your site only shows that the regulations were passed on to the Offices of Administrative Law. Not the Department of Consumer Affairs, nor does it show both agencies approved them. Also by being passed to OAL it washes the CSAC hands of that as they had done their part.
MMA to my knowledge was still illegal until a few years ago...not to say that the CSAC knew fixed fights weren't really fixed, they may have been cutting promoters a break there...but you could've easily done the same.
