The people that fucked to make you largely determine your punching power: you're born with it. Proper technique and deliberate practice can improve your power, but only so much.
George Foreman, Vitali K, Shane Carwin all threw arm punches with poor technique and have ridiculous power.
You can teach almost anything, but punching power isn't one of those things. Anybody telling you differently is trying to sell you something.
