BJ Penn has had 3 fights at ww, that no other lw has ever even come close to. He has 2 wins against Matt Hughes, both finishes. And a draw in his weird fight with Jon Fitch.

You could make arguments for 4 and 5 being Shogun, Hendo, Couture, Liddell, Penn, Nog etc
Personally I think Penn is a bit of an enigma maybe too good to stay at LW but too short/lacking reach to challenge the welterweights of today. Not for lack of skill, he's got insane BJJ and great boxing and a hell of a chin.
But he lacks reach to get inside, Welterweight is full of great wrestlers that can nullify his BJJ advantage, and a lot of powerful stronger guys that he may not be able to handle.
And I personally Hate Penn's attitude I can't take his skills away from him I simply think he's too short/small to contend at WW against the newer generation of top guys.
GSP, Shields, Alves would have their way with him I feel.
That he fought Fitch to a draw is a testament to him.
That said 1-3-1 since 58 and 3 title shots and in the middle of yet another title push. WW division is deep they don't need to keep pushing him nobody wants GSP Penn 3
