Probably yes, based on the last performance but not really order.
If they ever do Silva vs. Bisping, they should do it in England.
That's the only way I could see them being able to hype that fight.
I wouldn't have a problem with them giving Sonnen the shot after only 1 win, due to how well he did against Anderson. 
Sonnen was given an automatic rematch before all that other real estate crap got in the way. He'll dominate GI Joe and kick the shit out of Anderson again for the belt. It'll be nice to have a fighter as the champion.
