In accordance with the Open Meetings Act, 1976 PA 267, as amended, the Michigan Boxing Commission met in Regular Session on March 21, 2008, at the Department of Labor & Economic Growth, Bureau of Commercial Services, 2501 Woodlake Circle, Conference Room 1, Okemos, Michigan. The business meeting was called to order by Al Low, Chairperson, at 10:02 a.m.
ADMINISTRATIVE RULES UPDATE
Ms. Shell informed the Commission that the current Administrative Rules for boxing will be amended to include rules for MMA.
Mr. Sype questioned how the rules for boxing and MMA were going to be created since the law now combines both versus having administrative rules for boxing only. Ms. Shell indicated that new rules are being drafted and any areas of the rules that can share requirements for both boxing and MMA could be combined in one rule. Any rules that are specific to boxing could be kept and new rules could be added that are specific to MMA.
Mr. Low suggested that summary suspension language be added to the new Rules. Mr. Lockman stated that language currently exists giving the Department authority to issue a summary suspension.
Mr. Lockman also informed the Commission that as of March 27th the Commission will no longer exist even though the current Administrative Rules for boxing will remain in effect.

Ms. Shell informed the Commission that the Act adopts the New Jersey Rules. The Act gives us the authority to change, amend, rescind or add a rule in the administrative rules. The Department is asking for suggestions from the public pertaining to licensing requirements for MMA contestants, referees, judges and timekeepers.
Mr. Fennell informed the Commission that he is licensed as a referee in Ohio, Kentucky, Illinois and Canada and that he has established a training program for referees. Mr. Fennell also indicated that other states are testing for steroid use by contestants and this may be an area that Michigan should also address.
Mr. Arhens informed the Commission that he works with the amateur MMA and that experience is the key for good officials. He noted that officials need to be able to recognize when a fight should be stopped and identify when a fighter is in trouble. Mr. Arhens did not provide specific requirement criteria but indicated that training at the amateur level could qualify toward pro MMA requirements.
Ms. Shell indicated that in order for a licensed pro boxing official to become licensed they are required to officiate a specific number of rounds at the amateur level and invited comment on how the Department could measure the experience for a MMA official. Mr. Fennell stated that an official should have at least 3 years of experience with at least 5 MMA events per year.
