Local Businessmen Richard Lictawa & James Arnone, owners of The Michigan Unarmed Combat League and Midwest MMA Productions LLC, would like to introduce to you the "Next Big Thing" for MMA.

Michigan Unarmed Combat Regulatory Act

The Michigan Unarmed Requlatory Act will take effect on March 27, 2008. It provides for the licensing and regulation of certain kinds of mixed martial arts contests.

Until the licensing and regulatory provisions of that Act are fully implemented it will remain unlawful for the events covered by the new legislation to be conducted or promoted in Michigan. The DLEG is in the process of determining what kind of rules will be necessary in order to implement the legislation.

 

 UPDATE 11-23-07: Amateur MMA: There are only 4 promoters who have been approved to hold mma events in Michigan. They are Dan Severn, Greg Ahrens, Helmkay and Cousineau. Any other promoter will be shut down, will have a cease and desist order issued and will be fined by the State of Michigan. The State recently as of two weeks ago allowed these event to occur with the exceptions listed below. Before that NO MMA events were allowed in the State at all!! Fines, C&D orders, shut downs occurred IF the State heard about these events. If a promoter is considering hosting an mma event, we recommend they contact Barrington Carr at the State of Michigan. The promoters listed above are now operating under a system worked out with the Department such that they would not compromise the boxing regulations. A few of the conditions under which they can fight are:

  • No hitting with a closed fist above the waist
  • Carry medical & hospital coverage of at least $50,000 for each fighter
  • HIV and Hepatitis B & C test for each fighter
  • Post rules regarding striking opponents in promotional materials.
  • This is not to say that the state has sanctioned MMA or set rules under which it may compete. There are otherwise, current legislative efforts to bring MMA under regulations.

COMMISSION MEETING MINUTES

In accordance with the Open Meetings Act, 1976 PA 267, as amended, the Michigan Boxing Commission met in Regular Session on March 21, 2008, at the Department of Labor & Economic Growth, Bureau of Commercial Services, 2501 Woodlake Circle, Conference Room 1, Okemos, Michigan. The business meeting was called to order by Al Low, Chairperson, at 10:02 a.m.

ADMINISTRATIVE RULES UPDATE

Ms. Shell informed the Commission that the current Administrative Rules for boxing will be amended to include rules for MMA. 

Mr. Sype questioned how the rules for boxing and MMA were going to be created since the law now combines both versus having administrative rules for boxing only. Ms. Shell indicated that new rules are being drafted and any areas of the rules that can share requirements for both boxing and MMA could be combined in one rule. Any rules that are specific to boxing could be kept and new rules could be added that are specific to MMA. 

Mr. Low suggested that summary suspension language be added to the new Rules. Mr. Lockman stated that language currently exists giving the Department authority to issue a summary suspension. 

Mr. Lockman also informed the Commission that as of March 27th the Commission will no longer exist even though the current Administrative Rules for boxing will remain in effect.

Ms. Shell informed the Commission that the Act adopts the New Jersey Rules. The Act gives us the authority to change, amend, rescind or add a rule in the administrative rules. The Department is asking for suggestions from the public pertaining to licensing requirements for MMA contestants, referees, judges and timekeepers.

Mr. Fennell informed the Commission that he is licensed as a referee in Ohio, Kentucky, Illinois and Canada and that he has established a training program for referees. Mr. Fennell also indicated that other states are testing for steroid use by contestants and this may be an area that Michigan should also address.

Mr. Arhens informed the Commission that he works with the amateur MMA and that experience is the key for good officials. He noted that officials need to be able to recognize when a fight should be stopped and identify when a fighter is in trouble. Mr. Arhens did not provide specific requirement criteria but indicated that training at the amateur level could qualify toward pro MMA requirements.

Ms. Shell indicated that in order for a licensed pro boxing official to become licensed they are required to officiate a specific number of rounds at the amateur level and invited comment on how the Department could measure the experience for a MMA official. Mr. Fennell stated that an official should have at least 3 years of experience with at least 5 MMA events per year.

 Email I just received from the administrator for the Boxing Commission:

The rules are still being developed.  It will likely be late summer or early fall before rules are in place.  We expect to have our proposed draft rules finalized this week. There are several steps the draft has to go through before we release it to the public for review.  Please check back with me in a couple of weeks and I'll update you on the status.  I'll be happy to share a copy of the draft with you as soon as it's ready for public review.

 

yes, but the team TRAVELS. part of the deal is that the events must be in states where MMA is legal and sanctioned by the ISCF, and whatever other governing body. The team will REPRESENT michigan. so yes SUPPORT MICHIGAN MMA (Fighters)

also by the time the season is going it will very likely be at the time the sport is regulated.

 I hope it goes well.  As long as everything is sanctioned I am all for it.  My biggest fear is that someone gets seriously hurt in one of these unsanctioned shows and it give the whole process a huge setback.

I support the fighters but not the promoters of unsanctioned shows.

And i completely respect that. i also agree. this whole thing is only for fighters. it's a chance to fight some different opponents, get some exposure, and experience.
