Get rid of 3 round fights or go to overall fight scoring. Nothing else will work.
Overall fight scoring would be prone to judges giving the fight to whoever dominated at the end, just as people will 'steal' a round.
If all fights were 5 rounds, you'd have the possibility for people to come back. Having 3 points determine the outcome of a fight will always yield results like we're seeing. 
No. They just need to score more 10-8 rounds. 10-9 should be a close round. 10-8 for a dominant round, 10-7 for almost finishing a guy.
It's pointless to have 10 points and a close round is scored the same as a dominant round.
