I believe they must give a refund on tickets to those that want it unless there is a title fight of some kind on the card.

When purchasing a ticket or on the ticket, there is a "fight card subject to change" disclaimer. No refunds for events unless they are entirely cancelled.
This is a step in the right direction IMO.
Every division should have at least 2-3 interim belts.
