I would think a bearded guy would be easier to submit. Not only do you have the RNC locked on, you also get to pull their hair at the same time (if it's a long beard).

My guess for his reasoning is because you clamp a sneaky choke at the exact position when they're not expecting it, a beard obfuscates the view for where to clamp. I haven't rolled with anyone with a humongous beard so I don't really know, everyone I've rolled with that had a beard had a tiny beard and it didn't hide their neck at all.
