If he’s being booked without bail then he is atleast a serious witness or suspect. I am not saying he is guilty but detectives want to speak to him as a material witness. He may have done nothing. Time will tell. Luckily the man shot has non life threatening injuries if Cain did the shooting. Could be self defense too.
