I came across this article from Caique's website. At the bottom he describes his rules for his black belts with a red bar. Am I reading this correctly? Does he really require his black belts to be a black belt for 9 years before they can promote someone else to black belt?

That is the common practice by Helio Gracie lineage. 3rd Degree BB to promote New BBs, 3 years to get each stripe on your black.
He also gives black belts with a white bar first. You have to do some hardcore instructor programme to get the red bar.
I actually like the 9 year at bb rule to be able to promote to black. That would be three IBJJF degrees, right?
It keeps the "I feel I'm ready for my black belt, bro"-types away. 
That's standard and has been for as long as I can recall.
Well maybe it's a bit different... it was that you couldn't promote someone to BB unless you were 3rd degree. I think the Helio side had different requirements for the stripes.

Evidentally there was a meat packing facility up river that used to dump waste product into the river that emptied into the ocean by the beaches in the area... Nice.

Who really gives a frack the IBJJF recommends.Not me. As far as I am concerned and black belt should give rank if they feel, heck, by brown belt you should be knowledgeable enough to give at least blue belt rank. If Caique or anyone else have their own traditions, good for them - they should do as their lineage sees fit or they personally want to do.
I don't think that is really all THATcrazy. (Though IMO, 2nd degree a la the IBJJF is probably enough time.)
I believe that instructors DO need to be far enough away from being new black belts themselves in order to have proper perspective to promote people.

True, but all were well deserved. Everyone on that list was tough & technical --even the tweens.

I think it's on YouTube. Shen dressed in a top hat and gi, dancing in the streets to Lionel Richie's 'All Night Long' telling his adoring fans 'When I get a black belt...we ALL get a black belt' .
