I think it was very smart. Tito's not in a position where he has to jump into fights at the last minute. That's for the guys looking for recognition from the UFC. Tito is established.
Tito is in a position where he finally got a good win and he needs to build on that. If's he is ever going to make another run at the title the time is now. Another loss at this point would ruin that chance.
don't think that if he took this fight on short notice, and lost dana would look over it? i guess it would destroy any chance of a road to the title, but i don't think he'd lose his job over it if that's the only thing he is worried about.

dude, he's 36 years old and just fought last weekend.
he's not some up & coming jon jones-ish 23 year old hungry young lion.
he just beat one of those guys last week. no point in taking a fight he knows he's not physically or mentally ready for.
he already fought rashad once and got the better of him, even though rashad was greased up in typical greg jackson fashion. I doubt he's scared of the dude, his body simply cannot go through another training camp and expend the mental energy it takes to go into a huge main event fight.

5 weeks is plenty of time to train and game plan. he is still in great condition, took no damage in his last fight , and had a chance to fight a Top contender that will be suffering from a huge layoff . It doesnt get any better than that for Cheeto. and lets get real. tito isnt getting anybetter at MMA. 10 weeks of training wont do anything for him. 5 weeks is plenty of time to game plan for Rashad
If he ever wanted a title shot that was it. Beating Rashad would have put him in the Number 1 contenders match. Now he will have to fight 3-4 more guys if he ever wants a title shot. And with his track record of 1 win in 5 years that aint going to happen.

ive never had much respect for Tito. Everyone seems to forget that this is nothing new for Tito. even when he was champ he milked it for all it was worth by fighting 3 times every two years. then when it was time for him to really fight some ranked contenders (chuck) he ducked chuck for 2 years opting to fight ken shamrock.
Tito doesnt deserve the respect he gets from people. he would be better suited in the WWE . He is all smack talk and no follow through
