Here is why. Being that this is the biggest fight in history the promoters are doing almost nothing to promote anyone else. 99% of people only know of one fight on this card. Almost no one even knows who the co main event is. They could have used this fight as an opportunity to put other up and coming names in the spotlight but instead it's all about the main event.

I wonder if deep down that boxing insiders know the sport is dying and there are many more younger fans of MMA than boxing. So, they are trying for one last huge pay day based on the only two boxers anyone who doesn't closely follow boxing really cares about. They know this isn't going to "jump start" the sport, so just cash in on May/Pac.
Maybe they'll try for a rematch or best case rubber match down the road, but I'm thinking they know this could be the last hurrah, so they're just trying to make as much money on this one event.

Nobody is ordering the fight with hopes they'll see a new star on the undercard.
Most who are ordering won't tune in until 1130-1145 for ONLY the main event.
People will drink, eat and party and its "what time does the fight start?"
Not, "Shhhh. I'm watching the undercard!"
This isn't a league or organization like the UFC.
Boxing is singular and FIGHTER driven.
You aren't buying a WBC, WBA, IBF or LMNOP branded show.
You are buying Floyd and Manny.
So even if you put up and comers underneath it won't matter.
Live fans aren't taking their seats until 1130 and fans ordering the fights are socializing and hanging out until "it's time".
People want the one big fight and it's being delivered.
A stacked undercard would be stupid because live fans aren't in seats to watch and PPV fans won't be paying attention until again 1130-1145.
There is no RAW tomorrow night they need to set up a story for.
It's a big event that will serve those who want this big event.

He is gonna chase him around, put him on the ropes, and drop 10 pieces on him all night long. Peekaboo shoulder role bullshit does not work past a 4 piece in most cases, that means Floyd is getting hit hundreds of times tonight, and ultimately knocked the fuck out.
